Ladywell Action Plan:
This plan will guide LVIG’s activities during 2009. It is made up of deliverable events and projects as well as lobbying activities and engagement with key groups.
Mayor’s Fund
The Mayor’s Fund is a pot of £50,000 allocated by Lewisham Council to the whole ward of Ladywell. It can be used to support an existing project or to set up a new one but it is a one-off grant and is unlikely to be repeated. Local groups can apply for the money in small amounts or large; each idea will receive support from the council to ensure that the ideas are practical and deliverable before they are submitted.
LVIG needs to consider whether to bid for a series of small amounts or one large amount (for example a co-operative shop, see below)
Town Centre Manager
LVIG has already collected several hundred signatures in support of Ladywell being allocated a Town Centre Manager (TCM), whose role would be to support local businesses in an official capacity including assessing grant opportunities and engagement with the Council. The group has already successfully engaged with the existing TCM for Lewisham, Liz Bannister but Ladywell is not technically within her remit and now a recession has hit, LVIG feels that a TCM is vital to support Ladywell’s businesses.
LVIG will revive its TCM campaign and submit the petition to the Council.
Short stay parking
The current economic climate means that Ladywell’s small local retailers need as much help as possible. Many people have asked LVIG to investigate the possibility of short stay parking adjacent to Ladywell Road to enable shoppers to drop in and collect goods. LVIG will press the council to assess for and implement short stay (20 minutes) parking bays as other councils have done in South London.
Street makeover
A suggestion made by local ward councillors and strongly supported by LVIG is for the Ladywell to be given a street makeover. This would include pavement clean-up, new and refreshed planting, railing removal and improvements to the roads and drainage on footways etc. It would actively involve local people and require Council service input too.
Summer event
The success of the Christmas Market demonstrated local support for such events. LVIG could consider co-hosting a summer fair on Ladywell Fields with other local groups and the Council and once again involve local businesses.
Co-operative shop
This is a significant and long term goal for LVIG. The results of our launch survey clearly demonstrated the support for a shop selling fresh produce in Ladywell. Now that LVIG is established it is in a position to consider taking on the lease of one of the empty shops in Ladywell Road, but it should be stressed that there will be considerable set up costs (refurbishment, legal fees, etc.) and LVIG would require funding to achieve this. The model envisaged would be a Co-operative with open membership in which all profits are reinvested into the project. Such approaches have been shown to work in several other towns in Britain.
The logistics would have to be worked through and a business model developed. It is envisaged that for the first year the shop would be run by volunteers: however in the long run the shop would employ a paid manager. LVIG will consider an application to the Mayor’s Fund for set up costs but in the long run the shop must run as a business and be self sustaining.
